The arduino is a low entry programmable development board. It is't too hard to learn but some basics of programming is perhaps preferable. It is really easy to learn and not too expensive (you can get your own for 25€).
There also some starters kits available with exercises and some sensors, servos, ic's etc. This is a good way to start learning the adruino check: ardx.org
Once you get more familiar with programming and how things are controlled and connected. You can go make your own projects. Here are some link to get you started:
